The Il2M3 had 10mm armored plates under the fuselage and 6mm around the engine and the cockpit. A Sturmovik was able to absorb direct hits from 20mm shells. Thats why the Germans called them cement-bomber.

A Il2M3 was fitted with two 23mm guns in the wing (longer range then a 20mm and a greater armour penetrating ability) and could be fitted with two 37mm NS-11 guns, which was able to knock out Tiger tanks.

Sure, it was possible to shoot down a Il-2 with 20mm with a few hits, but quite difficult from such a unsteady gunplatform like a U-boat on the surface in evasive manoeuvers.
