Hi Will,
While Antonio has given you a correct general answer, your specific question related to Notausblaseluft and Notraumluft.
Notausblaseluft refers to the (outside) emergency connection and valve to refill the compressed air tanks used to empty the ballast (dive) tanks.
Raumnotluft connection is for filling emergency oxygen tanks designed to provide oxygen to the boats interion on extended dives. As a matter of fact, on page 22 you see picture of shore hose connected to the oxygen tanks for refill. Rgds, RB
