Those Finnish subs were designed by the Dutch(Netherlands) company INKAVOS or IVS. Which was in fact a dummy corporation from the Germans.

They started the company after WWI in order to keep their submarine knowledge up to date, something which was not allowed by the pre-WWI treaties.
