no ,no thhis has nothing to do with the props,I think you are thinking of the propeller housing support arms. What Max is asking about is is on the bottom of the boat ,it starts of on the centerline of the boat and looks like a single support rod ,it then meets with the stern post and then branches off in a "y " one going to the bottom of the starb. rudder and the other to the port rudder. These are too far away and below the props to act much like a guard, but they may offer some protection to them and the rear hydroplanes if the boat hit the bottom stern first at a very sharp angle.
