The gas produced by an underwater explosive expands into three dimensions, not two so if you double the distance you cube the volume. Therefore the shock wave would appear to be reduced by the cube root, i.e. you 8 times more explosive to get the same effect at double the distance.
I am sure this has been determined experimentally. Do you know the results?
