Tauchbunkers

In the post about evacuate valves, Rainer Bruns said on 01-07-2000 Tauchbunkers were dual purpose tanks, althought they were not free flooded tanks. They could contain water or fuel. I believe in a free flooding fuel tank the fuel is floating over the water coming into by holes at the bottom of the tank, but if Tauchbunkers weren´t free flooded, then, how was replaced the fuel by sea water in them? Were opened their valves manually, to allow the sea water to entry, replacing the fuel?
