Hi Bill,
As designed in the \'30ies the purpose was two-fold:
1) In conjunction with the fwd netcutter and the braces astern towards the rudder ends these cables were intended to avoid fouling the sub in nets or dragged cables/chains. (Carryover from WW1 designs).
2) They acted as radio antennae, fwd: transmit, aft P+S: receive tuned to different wave bands. This turned out to be the only practical purpose in WW2, other than drying wet and mildewed laundry on them after returning from patrol. :-)) Rgds, RB
