torpedoe depth at Pearl Harbor...

Hello good people,
This is not quite a submarine question but rather concerns torpedoes dropped from aircraft. In a special on Pearl Harbor, it was explained how the Japanese needed at least 75 feet of water depth to launch an air born torpedoe, so they had to specially train on order to successfully attack the battleships at Pearl.
Why on earth was 75 feet required for such a launch? Did the torpedoe normally drop straight down into the water?
