The second option is the most likely. The Germans were somewhat jealous of their technology, the Italians were especially rich in... pride. Only when the situation for the Axis became difficult, and in 1943 the decline was already clear in the top brasses\' mind, they came to a compromise.
Generally speaking the Italian submarines were larger and more comfortable than the Germans, but not as strong (due to different quality steel) and less technologically advanced.
The Regia Marina (Royal Italian Navy) was forced to use her older submarines to supply the African front early in the war.
Considering the balace of new commissions and losses, the R.M. had an average of less than one hundred active submarines, usually 25% operational.
