ballast tanks

are the ballast tanks in submarines compartmented to prevent water sloshing(like in a tanker hold)also,its my understanding that the ballast tanks are open at the bottom,the air cannot escape because it is always at the top of the tank.if the sub was to list heavily the air might escape out of the bottom.were these holes sealed also(like the vents at the top?
