No Woody,
On the type 7 the helmsman would go up on top of the CT and sit on a little folding stool under the forward overhang of the bridge, Two push buttons were mounted on the forward inside wall of the CT, which would move the rudders port and starboard.
On the type 9 the helmsman would sit inside the CT one deck below the bridge with same type push buttons. He would also function as relay person to orders or messages between bridge and Zentrale. Rgds, RB
