Stuffing boxes are usually sealed by using tarred rope. On a propulsion shaft a skilled engineer or some other greasy person would wedge this rope around the shaft sealing the sea from the boat. On fishing boats we leave a drip rate of about a drop per second to lubricate the shaft seal. This water goes into the bilge and then overboard. Of course we try not to go under water.
