As far as I know, the netcutters was used on torpedoes used by the Kleinkampf-verbände (ie midget subs). At least I have never seen them used or reffered to on regular subs. Could be this was also used on S-Boote, but I don't know.

Netcutters where mounted both on the warhead (in combination with special pistols lacking the "whiskers" for an angular hit/detonation) and on the tail.

I suspect the reason was for the purpose of the midget subs sneaking up on protected harbours, attacking ships behind torpedonets.
