After launching salvo? To flood compensating tanks and (if necessary)
move water from aft to forward trim tank.

After breaking the surface? Give orders: all hands forward, move all
water to forward trim tank, forward diving planes down, full ahead forward.

Hard to say - breaking surface was more likely, when torpedoes salvo was
launched (in case of four torpedoes the boat had bow almost 5 tons lighter).

> Who do you think was to blame?

For proper depth and trim keeping was responsible Chief Engineer.
There could be also lack of coordination in acions of Torpedoman's Mate.
