Hi,
regarding the height of the periscope over the conning tower:

There is also described the hydraulic system, which operates periscopes.

you have the diagram of the hydraulic installation.
Generally, both periscopes were raised and lowered hydraulically (in case of damage - manually), additionally, the attack scope was turned by means of the hydraulic motor.
