Checked the Navy List for March, April, May 1940. They confirm what JP has already posted that Cdr M Richmond OBE was Commander of this vessel from 28/7/39 till her sinking on 1/6/40
He was posted to the French destroyer Le Troimphant in August 1940. I think it is fair to assume he was in command of HMS Basilisk on 18/4/40 but I cannot confirm this.
