Cruisers and above were big enough to have their own machine shop for limited self maintenance. Destroyer depot ships, like other depot ships provided mobile maintenance facilities at ports where there were no naval dockyards.
The best story I was told was of the Current USS Enterprise when it went in for a half life refit. During the refit a hole was cut in a bulkhead and a completely unused machine shop was found with no door into it. It had been completely undiscowered for 25 years.
