U-Boats supply network in Spain

<HTML>A few days ago I have read the chapter "Missions in the mediterranean" in the book "Canaris" by Heinz Höhne, and states surprising material about U-Boats operations near Spain.. I read:

" Inmediately after the outbreak of war, German naval intelligence had established a Spanish base whose agents had the task of providing german warships with supplies and informations about the enemy... Canaris recruited spanish crews for a fllet of miniature fleet of supply ships. The first vessels were ready to sail in spring 1916. Their captains, all spaniards, were under strict orders to fly the spanish flag and never stray far from their ports of origin. As floating U-Boat bases, they now became indispensable aids to Germany´s conducto of the war at sea. Operating primarily in the C´´adiz area and off Canary islands, these Madris-controlled auxiliaries werea always on hand whwn U-Boats needed provisions, ammunition and spares....Again his intermediaries set about establishing caches of spare parts for submarines and recruting helpers fror the conveyance of supplies and equipment. Even the spanish port authorities were enlisted, and many a harbour master looked the other way when a U-Boat tied up in quest of assistance. xaptain. Captain Touchy of British intelligence furiously protested that - the U-Boat problem was extremely grave. German U-Boats do as they please in Spanish waters and ports-"

According to may sources, several german ships were seized by the allies near Greece islads suspectious of resupplying U-Boats. Does anyone have information about these german network or any source which tells something at this respect.
