U21 - shooting up England (Barrow)

Hi
I have been reading all about Hersing's rampage off NW England on January 29th 1915. He surfaced off Barrow and commenced to bombard the town. The boat remained on the surface about 7000 yards from land for some time. Eventually a coastal battery fired off 11 rounds and he headed south to sink three decent ships.
Any idea what his target at Barrow was. British sources say it was the airship sheds ?
