Flotilla Bases

Could someone help out please with which of the North Sea Flotillas was based at which naval base?

The naval bases where U-boats were based were -

- Brunsb?ttel at the mouth of the River Elbe
- the island of Helgoland (Heligoland)
- Emden at the mouth of the River Ems
- Bremerhaven at the mouth of the River Weser
- Wilhelmshaven at the mouth of the River Weser

Flotillas were presumably numbered I through V.
