Hi Expat,
U-9 is perhaps one of the most famous u-boats, as was her commander, Kplt. Weddigen. For a nice, concise description of the event that made this man and this boat famous, see:

Certainly that item is collectible. I haven't the faintest idea what it is worth. The best I can offer is it is worth whatever someone is willing to pay for it!
I am confident there are others on here who might be able to tell you a bit more about it.
