Three comments
1. I`m not sure about the "surprise". The British admiralty might have known about the plan, doing nothing to prevent it, even letting the Fleet leave Scapa Flow, as it was against British global interests to let modern and well-proved warships come into the possession of other states (France, Italy)
2. The British lookouts did not only gaze, but opened fire on the crew of the MARKGRAF killing several.
3. By 1939, most wrecks (xmt 4) had been raised and demolished.
