I have found 2 ways that look credible to me:

A group of young enthusiastic Germans have established the largest <a href="[www.u-461.de] museum</b></a>
in Germany. They have a Russian Julliet submarine on display. As in Germany all Fundraising organization need a governmental license and are strictly controlled by the Finance Office,
they have asked one of the German biggest nonprofit charity organizations <b> <a href="[www.caritas.de">&quot;Caritas&quot;<];
to help them raise money for the families of the lost submariners. Their bank connection is:

The account will be closed on October 15th 2000. All money collected will be transferred to the families of the lost crew through the Catholic Children's home in Novosibirsk. Account will be finally terminated on October 31st 2000.

The check of Control auditing handle of the Ministry of Finance of Russia has not revealed no-purpose usage of the charitable remedies collected by "Club of the seamen - submariners" for the help to families of crew of a boat of "Kursk". The chairman of Club, Captain 1 rank Igor Kudrin has reported about it.
As he said, on comission General Prosecutor's office and checking auditing handle of the Ministry of finance has checked all charitable organizations, which assist families of the seamen of "Kursk". Check club has passed also. The unique claim of department of a state control and audit of the Ministry of finance consist, on data of Kudrin, that "money collected by club, was not spent almost".
As has reported Kudrin, in total on the charitable bill was enumerated 2 million 230 thousand 599 roubles. From them as the material help to families perished have repaid of 494 thousand 800 roubles.
Besides 42 thousand 942,5 dollars has acted on the currency account. From this sum was not spent any cent.
Kudrin report, that the unexpended remedies collected by club, will be directed in "Fund of memory of nuclear-powered submarines "Kursk", which was created in St. Petersburg some days back. He has stressed, that Fund includes only cognates perished. The board of trustees will dispose of the remedies of Fund.
Precisely for the present is not known, how this money will be used. Business that the representatives of Royal Navy having paid about 34 thousand dollars, appear against expenditure of the remedies on creation of a memorial of "Kursk".

As has told Kudrin, during recent visit to St.-Petersburg Club of seamen - submariners was visited by the Naval Attache of Great Britain Saimon Lister. He has offered to create joint board of trustees, and also has stated idea, that the remedies collected by club, laid on the currency bills of children of the perished seamen.
Under the words Kudrin, in August of this year - by anniversary of loss of a boat - in Marine Nikolo-Bogoyavlensky cathedral of St. Petersburg the memorial board in memory of the perished submariners will be opened.

My comment

Usually Englishmen have fancy representations about Russian life realities. In this case probably Mr. Attache has understood, that Mr. Kudrin is usual swindler. He has decided not transfer some $10,000 to families the perished submarines and use for own business. He will try to use this money as long as possible. Then instead of carrying out the debt he will make the bookings for works on creation of a "memorial" to himself or friends. The families probably never will see money.
In Russia the help should be rendered to the concrete man on the concrete purposes. For example it is possible to settle an account written out on the concrete man, known you, for acquisition of a preconcerted thing. It is not necessary to transfer the money any funds and similar structures.


In memoirs of Khrushchov he written, that in 1960th the outstanding Soviet pianist Richter somebody sent a perfect grand piano as gift from abroad. Richter could not receive this gift. He did not have money for payment of the customs tax for such expensive instrument. The intervention of Khrushchov (who that time was first man in USSR) required that the musician has received the instrument.
