<HTML>Since this picture seems to be a pre-war photo I would rule out some type of radar device and if you look very closely you can see the foward jumping wire leading to the bow of the boat so that rules out some type of anti-net fouling device . My guess is that the 2 railings were used by the crew to man the main deck gun faster , just jump over the top of the bridge and down the railings and there you are , right in front of the ready ammo locker and the breach of the gun . The normal way would be to go to the back of the bridge , go under the railing , down the ladder and run the whole length of the conning tower . This is my best guess , and I think whatever it is it proved to be not very practical and never put into wide use .</HTML>
