And quite possibly exactly not the person you would want in the kite. In the case of an air attack, the submarine has the option of fighting it out on the surface while they recover the kite and it's pilot, or (more likely) cutting the tow rope and escaping and hope to find the pilot later.
Somehow I think they should have trained another crew member for this job - I wouldn't want the doc left behind.
There is a short passage in U-Boat far from home" that mentions u862 sending up the kite to get above fog between Greenland and Iceland when the submarine would be pretty much hidden from view anyway.
