Is it? They'd like you to believe it is but justice has yet to be served on that ship and her loss.
The truth will come out but it makes me so aware of the difference between 'them' and 'us', between rank and rating. Had any matelot been absent from their post when the ship was hit, they'd have been courts martialled. A vital officer post was left unmanned and what happens?
He gets promoted, the whole thing gets covered up.
