Yes, she is U-481

"U-481, a type VIIC, knifes through the sea, probably in friendly waters judging
by the open and unmanned deck hatch.The boat was commanded by KL Klaus
Andersen and scored several victories in the Baltic during October and November 1944."

I concur with the author; the boat must be in safe waters in "relaxed" condition, as nobody can be seen on watch at the bridge scanning the sky and the horizon, as should be usual at this stage of the war.
Note the highly built-up bridge structure that includes an enlarged set of flak platform, housing for Hohentweil radar antenna on the port side, and Kohlenkasten armoured box on the starboard one.
I didn´t know this U-boat were fitted with snorkel, as its deck housing hardly can be seen in the photo.
After the snorkel-fitted U-Boats list in this site, this pic was taken not before
February 1945.
