The Iron Cross 2nd class was a very common award - over 3,000,000 were awarded during WWII in total across all branches of the German (and its allies) military. At times even an entire unit would be awarded the 2nd class - such as entire crew of the Admiral Scheer!
For the Iron Cross 1st Class, the total number is 450,000+ for all services. This is still a pretty common award.
Given that, I haven't seen a total number for U-boats. It would have to be fairly substantial though. I doubt an exact figure exists.
