Unfortunnately, the changes in German U-boat techology came too late
during WWII. It was a costly mistake the Germans made in the war.
The Anglo-German Naval Agreement of 1935, had a lot too do with this and was a source of Germany's U-boat building policy at that time.
In Dönitz's book "Memoirs" he mades it very clear on the changes that were needed during the U-boat campaign of WWII, and why a WWI design was used again in U-boat construction for Germany in the 1930's.
