E-boats in September 1940

I wonder if anyone can help with the number of E-boats present in the English Channel in September 1940. I see in Bryan Cooper's book 'The E-Boat Threat' he mentions about 12 but I have no idea of the ports used or the mother ships, in fact I know very little! :)
