The manual refers to most bearing as Relative for both Periscope and UZO, I have used the UZO to find the ships when they say target bearing 20 or 30 degrees and I look at the compass marking and it is 30 degrees off the U-boats heading. I hope this answers your Question. To me its Relative bearing from the Sub.
