In 1935 Germany repudiated the term of the Tready of Versailles that had ended her part in WWI, and this included provisions of a ban on German submarine construction at that time. The repudiation had forced the rapid negotiation of an Anglo-German agreement which allowed Germany to build U-boats again with a total displacement no greater than 45% of the submarine force operated by the
British Royal Navy. Karl Dönitz, was the commander of the German U-boat arm at the time. He did divide this total tonnage into the numbers & types of U-boats that would provide the basic of an effective U-boat force for the German Navy.
One of the first requiresments Dönitz needed was that for a coastal submarine which would be roughly equivalent to the "UB" classes that was operated very successfully in British waters during WWI. These German U-boats design were based on a combination of features used in WWI. That is the reason Dönitz maintained a WWI design for the U-boat Building Policy of 1935-1939.
