On 23 November, 1932 OGPU was published the order in which it was said: "in commemoration 15 anniversary to found badge <em>VChK-OGPU 1917-1932</em>, to which give the value of the highest reward to staff of OGPU" the presentation of sign was produced up to the end of 1940 to the colleagues of OGPU, and since 1934 - main administration of the State security NKVD of the USSR, which were outstanding "in the fight with the counterrevolution" and the suppression of the hostile intrigues of foreign intelligence both in Russia and in Republic Spain.
