If no U-boat activity was recorded and no torpedo wake was seen, the explosion of a torpedo was often reported as mine detonation.
For example the site you mentioned (www.naval-history.net), is based on the book "British Vessels Lost at Sea, 1935-45" and this was published in 1947.
But like in many other case it became clear after comparing the war diaries that the Quail was hit by an U-boat.
