Scuttling Charges

<HTML>I would like to know more about scuttling charges. I have not read or seen much information about this topic. For example what was the location of the explosives in a type VII or IX?
Who installed the device, the shipyard when the boat was being built or a special unit within the navy?
When did they start putting them on board and who new about the location and who was authorized to start the device?
What was the device and what kind of damage could you expect?
