Hello JTrain:
I have met several Germans and Hollanders who were born in the Far East, prior to 1939, or who arrived there as young children. Their fathers were generally businessmen, that is planters, shopkeepers, engineers, etc. Full-blooded Germans from the Dutch East Indies were removed to the Home Islands after the Japanese occupation. Persons of mixed blood were sometimes interned by the Japanese in their civilian camps, others were classified as "stateless" and allowed to live within the native communities. I believe there were no strict guidelines imposed with the latter, but rather the whim of the local Japanese administrator dictated a family's disposition.
Cordially.
