<HTML>1) Unrestricted warfare was not yet standard. U-boats had to operate according to prize rules, and they had to operate with a lot of restrictions.
2) The U-boats were perhaps technically relatively modern, but there were simply too few to keep Britain in a chokehold in the early stage of the war.
