Names and order

This might be a stupid question but I\'ll ask it anyway: someone in this forum ( I don\'t know who) told me that U-boats were given their name/number according to the order in which they were built. But I\'ve been looking around on this site and I\'ve seen that for instance U-99 was built earlier than U-96. Can anyone help? Thanks in advance.
