<HTML>U-boats were assigned numbers as they were ordered, not in the order they were built. The Germans assigned a block of boats/numbers to be built by a certain yard. For example, the Howaldtswerk in Hamburg was given a contract to build 50 U-boats. These were assigned the numbers U 651 through U 700 though not all were completed or even laid down. Within the 50 boats contracted for, U 651 was the first built, followed by U 652 etc. Schichau in Danzig was assigned to build U 431-450, U 731-750, etc. Because these orders were placed at the same or very nearly the same time, boats with very different numbers would be completed at the same time by different yards. For example, the Schichau built U 431 was commissioned on April 5, 1941 while the Holwadt-built U 652 was commissioned on April 3, 1941.

If you look at the U.S. Navy in World War II, the same thing holds true.
