Much depends on to whom is necessary a ship and for what purposes she is necessary.
I can reduce for matching such example. For Russia has not and it will not be probable to have aircraft carriers. It is connected that Russia has not in southern hemisphere any unmanned islands for which protection is necessary. The battle actions may be near shores of Russia and the aircraft can solve the tasks from aerodromes posed on a coast. USA can be conducted battle actions far from the thear shores. The probability of war with Mexico and Canada is very small. For this reason USA Navy should have aircraft carriers.
Whether if the quastion is preset should modern Navy to have aircraft carriers, we mast answer \"No\" and we shall be right having in view of Russia. We should tell \"Yes\" in case of USA. Only in this case our answer will be correct.
Russia has constructed submarines which had the highest speed (44 knob) and which could be diped on record depth (1050 meters). Are these submarines the best? I consider, that these submarines are not the best for Russia. For that reasone that for solution of the concrete tasks there is no necessity to have such record characteristics.
Probably Los Angeles is the best submarine for the USA Navy, and Oscar II is best solution for Russian Navy. For the third Navy the best solution would be a submarine which differs from those which were called before.
