Hey Crinos,
Nothing like that was ever issued to anyone on a U-boat during WWII. The chances are about 1,000 to 1 that it is a fake – especially if it came from Eastern Europe. ebay is full of stuff like this and the forums here have gotten dozens of posts like yours over the years. Thousands of fake “U-boat†lighters, compasses, watches and cups etc. are floating around out there. Almost everything with a U-boat number on it is either a fake made to sell to tourists or was made up by an individual.
I suspect nobody was in a hurry to help you because all they had for you was bad news.
