U38 Interesting History

U38 scored over 188,000 tons, mostly under the command of Heinrich Liebe, and survived through the entire war. It's last Commander was Georg Peters who was listed as having served on several uboats in WWI. At the end, U38 boat was used in a training capacity. Was it unusual to have WWI commanders take up such duty?
I also see the letters EB noted in the boat's history next to its Training classification. I checked the Glossary and Abbreviations sites with no success. What did it mean?
