A salute is a mark of respect to a person who has earned that respect.

One a private the other a Major-General but both worthy of respect.
Ending a message with things such as Best Wishes/(Kind) Regards etc. are a matter of politeness/etiquette/formality and if not meant why put them.
You earn it - you get it........
