Clandestine testing in Finland prior to 1935

I'm trying to track down any British intelligence gathered about the clandestine U-Boat activities in the Netherlands (Design company IvS) as of 1922, and construction and testing in Finland as of the late 20s until 1934.
Can anybody help? I'll be visiting Vesikko in Helsinki soon.
