I believe I read that they acted to increase the rigidity of the periscope and so minimized oscillation which results from movement of something with a circular cross section through the water. As I understand it the circular cross section results in alternating vortices being generated on either side of the extended periscope resulting in the oscillation. This would be worst at maximum extension. Any attack using an extended periscope would have been performed at very low speed. The waked generated by a periscope would have quickly called attention to the presence of the U-boat.
