Under the terms of an agreement between the Allied powers each side could retain a number of U-boats - a date was fixed by which time the remainder had to be disposed off, in such a way that "put them beyond use" to coin a more modern phrase , scuttling them was what had been agreeded.
Selling them was not an option.
