Maybe a clarification is needed here.
The first link in this thread goes to an announcement from the Norwegian Coastal Administration (NCA) telling that U 864 is going to be salvaged. It says that the operation will be handeled by the salvage company Mammoet, and will take place in spring 2010.
The NCA nnouncement holds a link to the Norwegian Ministry of Fisheries and Coastal Affairs.
It was the Ministry that took the final decision of salvaging, not only covering the wreck. (Actually it's not final until the parliament has approved it, but this will probably be no problem).
When the Ministry made this decision, they made a press release. It is this press release that I have made a translation of, as a second post in this thread.
