It shouldn´t be forgotten that the fleet boat machinery arrangement took much more space that the German arrangement, thus the hull size comparison is not completely fair.
As for British boat habitability, there are comments in the book "British Warship Design" that is based on immediate post-war reports by various ship designers that British boats had substantially superior habitability arrangements.
