NZ U0Boat-Minimum sub crew numbers

I've floated this in the Technical pages with no result. We heard before Xmas about U-196 possibly being discovered off New Zealand and local tales of 13 adults and 3 children being seen going ashore and being absorbed by the local population. Given that 196 sailed from Penang/Singapore, what would be the minimum crew number required to sail her to New Zealand ? and if it was more than 13 (which included some women according to the NZ report) how would a full sub crew, plus the extra adults and children have melded into the small local community without being noticed?. It's possible a German Raider may have been standing bye, but that makes no sense as the whole party which supposedly landed in NZ could have landed from a Raider without the need for any U Boat. Just a thought.
