Coordinates

Hi. You've got coordinates in the form

"51.29N, 02.38E" [www.uboat.net]

This looks like they're decimal degrees:
51.29°N, 02.38°E.
But the fractions don't seem to exceed .59, so I suspect I should read them as degrees & minutes:
51°29?N, 02°38?E (51.48333°N 2.63333°E).
Is this correct?
